Debt crises in low-income countries stem not only from economic shocks but also from weak debt management institutions. BWC Member Udaibir Das emphasizes the need for governments to strengthen and empower debt offices to oversee the full scope of public liabilities, improve transparency, and create more resilient domestic debt markets. He argues that institutional reform and greater accountability are essential to preventing future debt crises.
