Heath Tarbert

Heath Tarbert is the President of Circle Internet Financial, where he leads the company’s legal, compliance, risk, policy, communications, talent operations, and international expansion strategy. Dr. Tarbert served as Chairman and Commissioner of the U.S. Commodity Futures Trading Commission (CFTC) from 2019 to 2021. As Chairman, he led the CFTC, overseeing the regulation and supervision of the US derivatives and commodities markets. During his time at the CFTC, he worked to promote market integrity, enhance regulatory transparency, and foster innovation while safeguarding investors and market participants. 

Before joining the CFTC, Dr. Tarbert was the Assistant Secretary of the Treasury for International Markets at the U.S. Treasury. Tarbert was also a previous partner at the international law firm of Allen & Overy LLP, Special Counsel to the Senate Banking Committee, Associate Counsel to President George W. Bush, and as a law clerk to Justice Clarence Thomas of the U.S. Supreme Court. 

Tarbert earned his BS from Mount St. Mary’s University, his JD and SJD from the University of Pennsylvania, and his DPhil from Oxford University where he was a Thouron Scholar.
