Refocusing the debt debate, BWC Member Udaibir Das makes the case that Africa’s challenges lie not only in how much countries owe, but in the functionality of their borrowed funds. Debt assessments from the World Bank and IMF focus on whether or not governments can pay back their loans but rarely look at if the money is used to generate productive assets and growth. He calls for a “deployment stability analysis” to measure how debt is converted into long-term economic transformation.
