Amid ongoing discussions surrounding sanctions, BWC Member Robin Brooks is calling on the European Union to take decisive action. Noting that a significant share of Russia’s oil exports pass through the Baltic Sea, Brooks argues that the EU has the capacity to disrupt much of this fleet. He suggests this move would force Russia to respond strategically and could significantly alter the current energy dynamic.
